Yes, the whole lever will push down, But only about half the distance as would be covered when the 2-drop lever is pushed down (resulting in what you might consider 1/2 a flush). You will notice that when you push the 2-drop handle, both handles(levers) lower, but the 1-drop handle stops before the 2-drop handle.
