Yes...I have it on a 35" tire and there is room to spare..but if you leave it on all the time the sun will destroy the straps

Q: For comparison to other bags, what is the "gallon" capacity?

The Himal bag is big...I would say its as big if not bigger than the Trasharoo. We just use ours for garbage, but its big enough and strong enough to haul firewood.

Q: can this be used on mini van- also i wish they wouldn’t call it a trash bag- sounds gross to put anything else in it

if your mini van has a rear door spare tire rack it should be fine/ we use it for wet clothes, warning the black will fade over time
